Some "static" design techniques.
Generally speaking, anything on the document that jumps or
flashes or otherwise distracts, is an abomination. However, here
are a few examples from the Microsoft FrontPage clipart
collection. These elements are actually "static" in the
sense that they are merely GIF image files with several segments
that are sequentially animated by your browser. They do load
reasonably fast, compared to the "active" technique of
passing image files down to a Java applet.
